Wasco Rose Festival Foundation President Juan Gallardo has built a life around God, family, athletics and service to Wasco. He is the best go-to-guy there is. No one works harder than Coach Juan.


He is a 2012 Wasco Union High School Athletic Hall of Fame inductee as part of the 2012 Football Team coaching staff and 2023-24 BVarsity All-Area Boys Wrestling team Coach of the Year! Juan has years of accolades for his coaching and those are just the most recent.


A founding member of the Wasco Rose Festival Foundation, Juan is a servant leader who sets an example of humility, selflessness, and compassion. He balances strength and vulnerability in a way that changes lives.


If you don't know him, you have undoubtedly been impacted by his quiet and consistent support throughout Wasco. Raised in Wasco, Juan remembers sitting on the curb and watching the Wasco Rose Festival Parade every year. He is driven to make the Wasco Rose and Christmas Festivals grow and improve year over year.

Flor Olvera is a mother of two, born and raised in Wasco. With a background in operations and leadership at a Fortune 50 company, she now works in public service and serves as Vice President of the Wasco Rose Festival Foundation. Flor is passionate about creating events that uplift families, celebrate tradition and inspire the next generation to take pride in their roots and invest in their community.


Her favorite Wasco Rose Festival memory was last year. She shared “It was the first year my toddlers attended the Festival and I was able to ride in the parade with them in my lap. As someone born and raised in Wasco, I was able to see Wasco in the eyes of a mother. Hearing all the children’s excitement and shout outs from my former classmates was everything and then some.”

The Wasco Rose Festival Foundation Treasurer, Kishna Nored, is a multi-talented individual who

brings quality, consistency, and passion to every job or project with which she is involved. She appreciates everyone's ideas and fosters collaboration even when it would probably be easier to just do it herself. She makes everyone feel welcome, wanted, and valued. 


Kishna effectively balances her workload, community involvement, and family while giving her best to each. And make no mistake, her best is top-notch. She provides thorough and timely analysis, offers valuable insights for improvement, and assists with the implementation of them quickly and efficiently. She creates the best videos, flyers, and graphics, and makes it all look so easy. Every image related to WRFF that is creative and memorable has her fingerprints all over it. She makes everything she touches better, more fun, cooler, and more beautiful. 


Kishna is a creator of ideas, but she is equally adept at taking a suggestion from someone else and helping bring it to reality. She shares her talent, creativity, enthusiasm, and ideas through her service in the community. Kishna has quickly become sought after in our community of Wasco for organizations and Boards because of her creativity, follow-through, and commitment. This includes Wasco Wrestling Families, as a Wasco High Cheer and Bengal Football mom, through her church, and the Wasco Rose Festival Foundation. 


She is wife to Stephen, who is a Wasco Rose Festival Foundation Director, and mom to Natalie and Ryan.
